E.A.K. Kalitsi
Erasmus Alexander Kwabla Kalitsi, born on July 16, 1930, in Anyako (Volta Region), was a distinguished Ghanaian civil servant and energy sector pioneer. Fondly known as Efo Kwabla, he was raised in a multigenerational family and educated at Zion College and the University College of the Gold Coast, where he earned a BSc in Economics. He later obtained a Master’s in Public Administration from Harvard University in 1961.
Mr. Kalitsi began his career in the Gold Coast Civil Service and quickly rose to the role of District Commissioner, serving across multiple regions. He championed judicial reform, fought economic exploitation, and upheld ethical governance, earning widespread respect as “Nana DC.”
In 1959, he joined the Volta River Project Secretariat, playing a central role in the planning and execution of the Akosombo Dam. Over a 40-year career with the Volta River Authority (VRA), he held key leadership roles including Chief Resettlement Officer, Director of Finance, Deputy Chief Executive, Chief Executive (1991–1998) and Chairman. He oversaw the resettlement of 80,000 people, introduced modern energy policy reforms and expanded Ghana’s energy infrastructure, spearheading the nation’s transition from hydro to hydro-thermal power with the commissioning of the Aboadze thermal plant.
As Managing Director of ECG (1987–1991), he led major infrastructure upgrades, launched the Rural Electrification Programme and improved financial performance. His legacy includes international power partnerships, cross-border electricity trade and significant institutional reforms that shaped Ghana’s power sector.
In recognition of his contributions, he was awarded the Grand Medal of Ghana, Chevalier de l’Ordre National du Mono (Benin) and Italy’s Cavaliere del Lavoro.
Mr. Kalitsi’s legacy is defined by integrity, visionary leadership and unwavering commitment to national development, particularly in Ghana’s power and public service sectors.
